A car broke down at the intersection of State Street and State Streets NW.
The wreck happened just after 3 a.m.
The driver was pronounced dead at the scene.
Washington, D.C. Police said they have arrested two men for the wreck.
They were identified as 20-year-old Taseem Khan and 23-year old Malik Bajaj.
A police spokeswoman told the Associated Press that the driver was taken to a hospital and pronounced dead.
Police also said the driver and the two passengers were taken to the hospital with non-life-threatening injuries.
Police have not said what led to the crash, but said the vehicle was traveling south on State Street when it struck the median.
At least one vehicle was damaged, but no one was hurt.
